UAE vape nicotine cap: what the 20mg/ml limit covers

The UAE vape nicotine cap applies to the concentration of nicotine in e-liquid, measured in milligrams per millilitre. UAE.S 5030:2018 sets the limit at 20mg/ml, which is the same as 2%. It applies to freebase and nicotine salt alike, and to the liquid inside a disposable vape as well as to bottled e-liquid. The cap is a concentration, not a total. A 30ml bottle at 20mg/ml and a 120ml bottle at 20mg/ml hold different total amounts of nicotine but are the same strength. That is also why mg/ml figures cannot be compared with the mg-per-pouch figures used for nicotine pouches. Many people see the cap quoted loosely as a general UAE limit, so always check which product type a number refers to.

What UAE.S 5030:2018 and the ECAS/MoIAT mark mean for buyers

Electronic nicotine products in the UAE are overseen by the Ministry of Industry and Advanced Technology (MoIAT) through the Emirates Conformity Assessment Scheme (ECAS). Some products carry an ECAS/MoIAT mark on the unit or packaging; we have not verified which products must. Read the UAE.S 5030:2018 standard (MoIAT) for the official explanation.

For a buyer, the mark matters more than any marketing line. A listing can say anything, but the mark is on the physical product. Some disposables and e-liquids sold internationally are labelled at 25mg, 30mg or 50mg because they are made for markets with different rules. Where we list a product like that, the strength shown is the figure the maker prints, and we do not describe it as compliant. Treat any listing above 20mg/ml as a product you need to ask about before you buy.

What about nicotine pouches?

Tobacco-free nicotine pouches are handled separately from vapes. They fall under their own technical regulation, UAE.S 5061:2025, adopted through Cabinet Resolution No. (2) of 2025, and they are measured per pouch, not per millilitre. The legislation summary we checked on the UAE Legislation portal confirms the regulation exists but does not itself state a nicotine figure. Some trade sources quote a per-pouch maximum of 16.6mg, so treat that number as unconfirmed until you have read the full regulation or asked MoIAT.

Never compare a pouch strength with an e-liquid strength. A pouch labelled 16mg and an e-liquid labelled 16mg/ml are measured in different ways and absorbed in different ways, one orally and one as vapor. If you are considering pouches, ask the seller which certificate the product holds and check the can for the compliance mark.

How to check a product before you buy

First, find the nicotine figure on the pack itself, not just in the listing, and convert percentages if needed: 2% is 20mg/ml. Second, look for the ECAS/MoIAT compliance mark on the unit or box. Third, ask the seller which certificate the exact product holds, especially for anything above 20mg/ml. A seller who cannot answer, or who points only to marketing copy, is giving you a reason to walk away.
