UAE Vape Nicotine Cap Explained: The 20mg and 16.6mg Limits

The UAE caps nicotine strength at 20mg/ml (2%) for e-liquids and disposable vapes, and at 16.6mg per pouch for tobacco-free nicotine pouches — two separate limits under two separate regulations. Both are enforced through mandatory MoIAT/ECAS certification, and buyers can check compliance on the physical unit itself rather than relying on a retailer’s product description alone.

What is the e-liquid and disposable vape nicotine cap?

Vaping has been legal in the UAE since April 2019. Since July 2020, certification is handled by the Ministry of Industry and Advanced Technology (MoIAT) via the Emirates Conformity Assessment Scheme (ECAS), and electronic nicotine products must meet UAE.S 5030:2018. That standard caps e-liquid and disposable-vape nicotine content at 20mg/ml (2%) — this is the number you’ll see referenced across our reviews and product pages as “the UAE cap.”

What about nicotine pouches?

Nicotine pouches are regulated separately, under Cabinet Resolution No. (2) of 2025 on Technical Regulations for Tobacco-Free Nicotine Pouches, with a maximum of 16.6mg of nicotine per pouch and mandatory MoIAT/ECAS certification since 31 July 2025. This is a fixed per-pouch limit rather than a concentration limit — a different measurement to the e-liquid cap, since a pouch is absorbed orally rather than inhaled as vapor. The two caps shouldn’t be conflated: a pouch rated “16mg” and an e-liquid rated “16mg/ml” are not comparable strengths.

How to check if a product is actually compliant

The reliable check is the physical ECAS/MoIAT compliance mark on the unit or its packaging, not the marketing copy on a listing. Some disposables and e-liquids sold internationally are labelled at strengths above the UAE cap (25mg, 30mg, 50mg and higher) because they’re manufactured for markets with different rules. Legal age and where you can vape

Sale, advertising, and public use of vaping products are governed by Federal Law No. 15 of 2009 on Tobacco Control — see u.ae’s tobacco provisions page. Sale is restricted to adults 18 years and older. Dubai Municipality also restricts vaping in many parks and beaches, and vaping in a vehicle with a child present is a separate offence.

No — 16.6mg per pouch is the legal maximum under Cabinet Resolution No. (2) of 2025. A can advertised at a higher strength in another market shouldn’t be sold in the UAE at that strength.
